What Is a Vehicle Parking Certificate (VPC)?
Without a valid VPC, LTA will not register your vehicle, process a road tax renewal, or approve an ownership transfer. In short, the document that gives your heavy vehicle the right to be on the road.
🔑 WHY IT EXISTS
The VPC scheme prevents heavy lorries, trucks, and buses from parking on public roads and in residential areas between 12:00 AM and 6:00 AM. Large vehicles in the wrong places create safety hazards and disturb residents. Every qualifying vehicle must have a proper, approved parking base each night.
Which Vehicles Require a VPC?
The requirement applies only to heavy commercial vehicles above specific thresholds set by LTA. Smaller vans and lighter goods vehicles are generally not affected.

📢 2026 UPDATE: TRAILERS TEMPORARILY EXEMPT
LTA has suspended the VPC requirement for trailers including container trailers, flat-beds and low loaders. This exemption is part of a two-year trial running from 6 February 2026 to 5 February 2028. Trailer operators do not need a VPC during this period. Check with LTA for updates before the trial ends.
When Must You Present a VPC?
A valid VPC must be on file with LTA for any of the following:
- Registering a new heavy vehicle in Singapore
- When renewing road tax, the VPC validity period must fully cover the entire road tax renewal period.
- Transferring vehicle ownership to a new registered owner
- Converting or re-registering a previously laid-up vehicle
- Changing your parking arrangement to a different approved venue
The Key Rules You Must Know
1. Secure an Authorised Parking Lot First
Before a VPC can be issued, you must have a confirmed parking space at an approved venue. Approved venues include lots managed by HDB, URA, or a private LTA-licensed heavy vehicle parking operator. Availability at these lots can be limited, so it is strongly recommended that you secure your space before completing your vehicle purchase.
2. The Operator Issues and Submits the VPC
Once you purchase a Season Parking Ticket at your designated lot, the operator issues the VPC and transmits it to LTA on your behalf. You do not apply yourself. The LTA administrative fee is $6 per application or renewal.
3. Non-Transferable and Non-Refundable
A VPC is tied to one specific vehicle, one owner and one parking location. It cannot be moved to a new vehicle, passed to a new owner or applied to a different parking space. It is also entirely non-refundable. If your parking arrangement changes for any reason, you will need to restart the full process at your new approved venue.

It is a criminal offence to park a VPC-required vehicle anywhere other than its designated lot between 12:00 AM and 6:00 AM.
The penalties under Singapore law include a court fine of up to $1,000 or imprisonment of up to 3 months. LTA carries out active enforcement of this requirement. Vehicle owners are strongly advised to ensure full compliance at all times.
